This means the original chord of F# Mi7 was replaced with a Dominant 7th chord to produce a more dramatic arrival of the next Diatonic chord. In this case, we have a functioning Secondary Dominant. This means that the F#7 is a fifth away from the B Mi. It creates a V to I relationship, and the strength of the resolution happens due to the Dominant 7th quality offering a more dramatic color when the B Mi arrives. - Andrew
